What this is for
The same 3MP turret as the C400P with H.265 and H.265+ encoding in place of H.264, which roughly halves the storage a given retention period consumes. At 3 watts over PoE it remains the lightest load in the range on a recorder's power budget.
Despite the naming, this is not a higher-power variant: TP-Link publishes identical PoE figures of 3 watts for both the P and HP versions, and the documented difference between them is the codec. Also note that TP-Link publishes no weatherproof rating for this model anywhere, including their own datasheet, and omits the word outdoor from its name, so treat it as an interior camera. Optics differ by hardware version, so confirm which you are shipping: earlier units give 92 degrees at 4mm, later ones 82.5 degrees.
